ToR for Office Assistant of Visibility Awareness Component (VAC) of EU-China Biodiversity Programme(ECBP)
Preamble
The €51 million EU-China Biodiversity Programme (ECBP) is a joint initiative between the European Union (EU), the Chinese Ministry of the Commerce (MOFCOM), the United Nation Development Programme and the Ministry of Environmental Protection of People’s Republic of China (MEP). The programme started in 2005 and will continue until September 2011. It aims to conserve ecosystems in China by strengthening biodiversity management and helps develop the capacity of MEP, as China’s secretariat to implement the Convention on Biological Diversity.
Qualifications
- At least two year working experience in related fields;
- Preferably university degree in administration, environmental sciences and related subjects;
- Proficient in English and Chinese, both writing and communication skills;
- Good knowledge of computer techniques, including Microsoft office and photoshop, etc; and website maintenance;
- Ability to learn in a rapidly changing environment, and willingness to update professional knowledge and skills;
- Proactive; detail-oriented and team-player;
- Ability to work well under pressure.
Responsibilities
The Contractee subordinates directly to the team leader of VAC ECBP, and also to leaders of Government Counterpart Agency, Ministry of Environmental Protection (MEP) including the ECBP project manager.
- Provide assistance to the office and ensure a smooth run of the office;
- Help to update and maintain the bilingual website in timely manner;
- To translate documents concerning biodiversity and the programme activities, from English to Chinese or vice versa;
- Help to distribute programme publications timely;
- Other work assigned by the superior;
- To use obtaining experience constructively and with initiative to raise own professional level;
- To keep confidential the data communicated for the purpose of the work;
- Duty base: Beijing (Jishuitan area)

Responsibilities
The Contractee subordinates directly to the team leader of VAC ECBP, and also to leaders of Government Counterpart Agency, Ministry of Environmental Protection (MEP) including the ECBP project manager.
- Assist with administrative and financial procedures required by the programme as per the European Commission guidelines for procurement;
- Arrange payments to suppliers and others as necessary from the Programme bank account;
- Assist in preparation of monthly and quarterly Financial Reports;
- Manage all office logistics, equipment maintenance and supply activities including purchase of office supplies and other consumables, keeping inventories, etc.
- Recording of trips and the costs;
- Public relations including liaison with, suppliers, service providers (e.g. banks), programme partners and beneficiaries;
- Assist with organization of the local and international travels and missions of the ECBP VAC staff (booking, ticketing, accommodations etc.)
- Assist in organization of training workshops, meetings and conferences;
- Other work assigned by the superior;
